Edited Comp Plan coming to Casco website

CASCO — The corrected draft of the Casco Comprehensive Plan should end up back town’s hands sometime later this week.

Then, it is a tight timeline, a race, to get it on the warrant for Special Town Meeting in January.

“All the edits are completed. They are fine-tuning the maps and data collection. It’ll be ready for presentation hopefully [this] week,” according to Casco Town Manager Anthony Ward.

He had received a notification from Vanessa Farr, the senior project manager on Casco’s comp plan. The town contracted with Greater Portland Council of Governments (GPCOG) to give guidance during the process.

He reported that during the Casco Board of Selectmen meeting on Oct. 17.

Ward told everyone that the most recent draft will appear on the town’s website. Then, a public hearing is the next order of business, he said.

“You’ll probably do another public hearing because it’s required. The planning board would approve it, and the board would make determination whether it’ warrant article or not,” he said.

Selectman Grant Plummer expressed his concern about the cramped deadlines and having the proper amount of time for public notices. 

“That has to be late November. Let’s get it on one of those agendas. The timing? The public notice. When does the public notice need to happen? We are running up against a January town meeting. I am thinking through the timing. Is the end of November going to be tying us up with notification,” he said.

Ward answered, “It will be close — planning board getting that copy. If missed, [the town would be] pushing it out to February.”

In related business, a Casco Comp Plan Implementation Committee is being formed. The town is accepting applicants. People who think they would like to be part of this committee can submit an interest form, which can be found on the town’s website.
