Code Enforcement Officer Local Plumbing Inspector
The Town of Denmark is taking applications to fill the vacant position of Code Enforcement Officer (CEO)/Local Plumbing Inspector (LPI). Responsibilities include issuing building and plumbing permits; conducting inspections to ensure compliance; enforcing the State and Municipal Zoning Ordinances; maintaining liaison with appropriate state and local agencies; and maintaining depart- mental records and reports.
Ideal applicants shall be State Certified for Land Use and Zoning Regulations, Shoreland Zoning, Legal Issues, Court Rule 80K and Local Plumbing Inspector. Applicants that are not certified will be considered. LPI certification needs to be obtained prior to formal appointment. CEO appointed may be made at time of hire but certification must be obtained within 12 months. The CEO/LPI must possess and maintain certification as required by State law as well as a valid driver’s license and a properly registered and insured private vehicle for job use.
The ability to deal with the public courteously and firmly under adverse or strained conditions is essential. Excellent organizational, computer, and written and oral communications skills are desired. Knowledge in construction is helpful but not required. The position reports directly to the Town Manager.
This is a 32-hour week position including office hours, inspection hours and attending the monthly meetings of the Planning Board and Board of Appeals. Scheduled hours will be established
upon hiring. This position is considered Part-Time Benefitted which includes the benefits of health insurance, vacation time, sick time and holiday pay. The Town of Denmark offers competitive pay rate, this is an hourly rate of pay which will be based on experience and knowledge.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Cumberland County
REQUEST FOR RELEASE OF FUNDS
On or about December 19, 2022, the Cumberland County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant Funds (CDBG) under Title 1 of the Community Development Act of 1974 to undertake a project known as Town of Bridgton, Highland Lake Beach Sidewalk Extension that will take place on Highland Road to Kennard Street. The proposed project will extend the sidewalk from Shorey Park to Kennard Street on Highland Road providing safe passage to and from Highland Lake Beach and boating area. The scope of work will consist of removing what remains of a deteriorated existing sidewalk. Once old sidewalk is removed, base course, vertical curbing and concrete in the walking section will be installed. Miscellaneous scope of work includes mobilization, temporary soil erosion and water pollution control. The amount of CDBG funds that will be used for this project is $132,128.
FINDING OF NO SIGNIFICANT IMPACT
The Cumberland County has determined that the project will have no significant impact on the human environment. There- fore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Cumberland County Community Development Office 142 Federal Street, Suite 109, Portland ME 04101. All comments received by midnight December 18, 2022, will be considered by the Cumberland County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Cumberland County certifies to HUD that James H. Gailey in his capacity as County Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Cumberland County to use CDBG Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the Cumberland County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the follow- ing bases: (a) the certification was not executed by the Certifying Officer of the Cumberland County (b) the Cumberland County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to U.S. Department of Housing and Urban Development at 202 Harlow Street Suite D2000 Bangor, ME 04401-4901 or e-mailed to cpd_covid-19oee-bos@hud.gov. NOTICE OF TAX SALE
The Town of Lovell Selectboard is accepting bids for the pur- chase of tax acquired properties. Each bid must be in writing, in a sealed envelope marked with the Map and Lot and “Tax Sale Bid” on the outside. Each bid may be for one property only. Any person wishing to bid on multiple properties must submit a separate bid for each one. All bids must be received by the selectboard no later than 4 p.m. on December 6, 2022, late bids will not be opened or considered. All bids must be greater than any and all delinquent taxes, penalties, and fees due for that property.
Each bid must include the bidder’s name, mailing address, and phone number along with a deposit in the form of a certified check or money order for at least 20% of the amount bid. Any bid not containing the proper deposit will be rejected. The successful bidder’s deposit will be credited towards the total purchase price of the parcel. All unsuccessful bidders will have their deposits returned to them. The selectboard reserves the right to reject any and all bids. Successful bidders will have 60 days from the date of acceptance to complete the purchase. In the event that the successful bidder fails to complete the purchase, for any reason, in the time stated, the acceptance of that bid is void and their deposit shall be forfeited to the town. The selectboard may then negotiate a sale of the property with any or all of the unsuccessful bidders. Each property shall be conveyed by a Municipal Quit Claim Deed without covenants.

Please be advised the Town of Bridgton is soliciting applications for the TOWN OF BRIDGTON AND CUMBERLAND COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM for fiscal year 2023. Applications will be released on the Town of Bridgton website on November 7, 2022. Applications shall fall under the following types of projects/programs: Public Service, Public Infrastructure/Facility, Housing, Downtown Revitalization, or Economic Development. Applications must meet one of two national objectives: serving those with low to moderate income o for the elimination of slum and blight. Applications will be reviewed by staff and forwarded to the Community Development Advisory Committee (CDAC) for a recommendation, and then forwarded to the Selectboard for approval.
Applications are due January 6, 2023, before 4 p.m. Applicants are encouraged to attend a public workshop with CDAC staff to review requirements and project eligibility. The Select Board of Bridgton Recommends a ‘YES’ Vote On Question 1: Pay-Per-Bag Ordinance
Here’s Why You Should Vote ‘Yes’ on Pay-Per-Bag:
Pay-Per-Bag will save our town thousands of dollars by encouraging recycling and reducing the amount of household trash brought to the Transfer Station.
Bridgton pays over twice as much to get rid of household trash (“Tipping” fee: $79.50 per ton) as it does for recyclables ($35.00 per ton).
Pay-Per-Bag will help reduce the cost to our town of operating the Transfer Station by approximately 37%.
Pay-Per-Bag is FAIR. Each household pays only for the trash it generates. The more you recycle and compost, the fewer bags you need to buy. Everyone including ‘haulers’ and visitors who use the Transfer station will be required to purchase and use designated bags for trash.
Recycling is FREE. There is NO fee to discard recyclables, no bags required.
Composting is FREE: There is NO fee to discard compost, no bags required.
Recycling and composting more and reducing household trash will save money for the town and every household.
Recycling and composting make sense for the beautiful environment we all treasure.

The Selectboard will be holding a public hearing in accordance with Title 30-A M.R.S. §2104 for proposed amendments to the Denmark Town Charter. The hearing is scheduled to take place at the Municipal Building located at 62 East Main Street on August 30, 2022, at 6 p.m. A summary of the proposed amendments is listed below. A copy of the proposed amendments is available at the Town Office and online.
“Shall the municipality approve the charter amendment reprinted (summarized) below?”
• Gender neutral words have been added i.e.,Select Board vs. Selectmen and Chair Person vs. Chairman.
• Select Board Powers and Duties: clarification onwhen payroll and accounts payable warrants shall be signed and a requirement of an annual adoption of a Treasurers Disbursement Policy. (Page 3)
• Select Board Powers and Duties: authorizes the board when filling vacancies, to appoint members to elected boards that are State of Maine legal residents paying real estate taxes on property within the Town of Denmark. (Page 3)
• Recall of Select Board, Planning Board Members,and M.S.A.D. #72 School Board Members, has been amended to include a detailed procedure for the recall of a member, including petition process, notice of intent and recall election process. (Pages 6-7)
• Quorum, Voting and Abstention: The definition of a quorum has been clarified, including the explanation of a tied vote and specifies how a member abstaining from a vote is counted toward a quorum. (Pages 11-12)
• Boards and Committees, Board of Appeals,residency requirements have been amended to read “Members shall be Town of Denmark legal residents or State of Maine legal residents paying real estate taxes on property within the Town of Denmark.” Under State Statute members do not have to be registered voters or legal residents of the town or city in order to serve in an elected or appointed position. The Town of Bridgton is soliciting sealed bid proposals from qualified consultants to provide planning services in support of developing an open space plan. The scope of the project is to draft a plan that will act as a guide to town leadership by identifying high priority open space areas using public input and community engagement. The plan should include stewardship guidance for existing open space lands, identification of opportunities to expand connectivity between open space assets and neighborhoods, as well as outlining programs, ordinances, and partners that could be instrumental in securing the future of the identified high priority areas. The plan will satisfy goals listed Chapter 12 of the Town of Bridgton 2014 Comprehensive Plan including Strategy 6-1-1-7-1: “Encourage cooperation among organizations and landowners to establish an open space protection program, including woodlands and farm fields.”

Notice having been given to DAVID G. KRUEGER & ANNETTE E. KRUEGER, and all other persons and entities having an interest in the premises situated at 388 Roosevelt Trail in Casco, Maine, described as Lot 4 on Tax Map 25, a copy of which is on file at the Casco Town Hall, and more particularly de- scribed in a deed from Jesse Brown, as Secretary of the Department of Veterans Affairs to David G. Krueger and Annette E. Krueger, dated September 14, 1993, and recorded in the Cumberland County Registry of Deeds in Book 10992, Page 252 (the “Property”);
A hearing having been duly held by the Selectboard in the Casco Commu- nity Center on January 4, 2022; and
The structure located on said Property having been adjudged to be struc- turally unsafe; unstable; unsanitary; constituting a fire hazard; unsuitable and improper for the use or occupancy to which they have been put; constituting a hazard to health and safety because of inadequate maintenance, dilapidation, ob- solescence, or abandonment; and otherwise dangerous to life and property within the meaning of 17 M.R.S. § 2851 and beyond repair, for the reasons set forth in the attached findings and conclusions;
Now, therefore, it is hereby ORDERED that the structure located on the Property be removed within 45 days from the date of this Order, that the removal comply with all State and local requirements, and that the premises be left in a safe and sanitary condition or that the nuisance be abated in a manner satisfactory to the Town within 45 days from the date of this Order;
It is further ORDERED that the Town Clerk cause attested copies of this Order to be served upon the persons and interest holders above-named as re- quired by law;
It is further ORDERED that, if this Order is not complied with, then the Town Manager is authorized to cause the removal of the said structure described herein and to bill the owner for the cost of all expenses incurred by the Town, which bill must be paid within 30 days after demand; and
It is further ORDERED that in the event the owner does not pay the Town for its expenses within 30 days after demand, a special tax shall be assessed on the premises described as Tax Map 25, Lot 4 and located at 388 Roosevelt Trail, for all expenses as defined in 17 M.R.S. § 2853, incurred by the Town in connec- tion with the removal of the said structure and/or the abatement of the nuisance.

KRUEGER, and all other persons and entities having an interest in the premises situated at 388 Roosevelt Trail in Casco, Maine, described as Lot 4 on Tax Map 25, a copy of which is on file at the Casco Town Hall, and more particularly de- scribed in a deed from Jesse Brown, as Secretary of the Department of Veterans Affairs to David G. Krueger and Annette E. Krueger, dated September 14, 1993, and recorded in the Cumberland County Registry of Deeds in Book 10992, Page 252 (the “Property”);
A hearing having been duly held by the Selectboard in the Casco Commu- nity Center on January 4, 2022; and
The structure located on said Property having been adjudged to be struc- turally unsafe; unstable; unsanitary; constituting a fire hazard; unsuitable and improper for the use or occupancy to which they have been put; constituting a hazard to health and safety because of inadequate maintenance, dilapidation, ob- solescence, or abandonment; and otherwise dangerous to life and property within the meaning of 17 M.R.S. § 2851 and beyond repair, for the reasons set forth in the attached findings and conclusions;
Now, therefore, it is hereby ORDERED that the structure located on the Property be removed within 45 days from the date of this Order, that the removal comply with all State and local requirements, and that the premises be left in a safe and sanitary condition or that the nuisance be abated in a manner satisfactory to the Town within 45 days from the date of this Order;
It is further ORDERED that the Town Clerk cause attested copies of this Order to be served upon the persons and interest holders above-named as re- quired by law;
It is further ORDERED that, if this Order is not complied with, then the Town Manager is authorized to cause the removal of the said structure described herein and to bill the owner for the cost of all expenses incurred by the Town, which bill must be paid within 30 days after demand; and
